36. Prior to issuance of grading permits, the project developer shall <br />• submit a final drainage plan to the City identifying the exact size <br />and location of drainage facilities. <br />37. Prior to issuance of grading permits, the project developer shall <br />provide proof of an NPDES permit from RWQCB to the City for <br />onsite dewatering activities. <br />38. Prior to issuance of building permits, the project developer shall <br />ensure that any restaurant is fitted with grease interceptors to <br />the size and capacity as designated by the City of Santa Ana <br />Building Division. <br />39. Prior to building occupancy, to the extent possible, all <br />equipment shall be enclosed within a building or separate <br />structure. Where this is not possible, barriers may be necessary <br />to shield the equipment from the existing and proposed <br />residential buildings. Depending on the size and style of the <br />equipment, silencers in the intake and exhaust ducts may also <br />be necessary to reduce noise at the residential buildings to an <br />acceptable level. <br />40. Construction plans for the proposed project shall reflect the <br />• following note: "During demolition and construction, the <br />contractor shall adhere to all City Noise Ordinance requirements <br />to limit all construction activity, including equipment start-up, to <br />between the hours of 7:00 a.m. and 8:00 p.m. Mondays through <br />Saturdays. No construction shall take place on Sundays or <br />federal holidays. <br />41. During construction, the contractor shall site all construction <br />staging and storage areas away from sensitive receptors to the <br />furthest extent possible. <br />42. During construction activities, the project developer shall ensure <br />that all pile driving equipment shall be enclosed on all sides with <br />an acoustical blanket barrier that provides a minimum sound <br />transmission class (STC) rating of 30. The height of the blanket <br />enclosure shall be at least 20-feet. With the exception of points <br />of access to the enclosure area, there shall be no openings or <br />gaps in the enclosure, and all points of access are to remain <br />closed during pile driving activities. Notwithstanding Mitigation <br />Measure No. 67, pile driving shall not commence prior to 8:00 <br />a.m. on Saturday. <br />• <br />Resolution No. 2009-20 <br />Page 9 of 15 <br />
