5. Will the proposed use adversely affect the General Plan or any • specific plan of the City? The proposed 3,200 square foot addition will not adversely affect the General Ptan of the City. Religious facilities are permitted within the Low Density Residential (LR) General Plan designation and are allowed with a conditional use permit in the Single-Family Residential (R-1) zoning district. There are no Specific Plans that have an affect on this project or properties in the immediate area. E. This project was reviewed in accordance with the guidelines for the California Environmental Quality Act. The recommendation is exempt from further review pursuant to Section 15301. This Class 1 exemption allows additions to existing structures provided the addition will not result in an increase of more than 10,000 square feet if the project is located in an area where all public services and facilities are available to allow maximum development permissible by the General Plan and the area where the project is located is not environmentally sensitive. Categorical Exemption Environmental Review No. 2006-70 will be filed for this project. Section 2. The Planning Commission after conducting the public hearing hereby approves the amendment to Conditional Use Permit No. 1962-92 as conditioned in • Exhibit "A" attached hereto and incorporated herein for the property located at 713 North Newhope Street. This decision is based upon the evidence submitted at the abovesaid hearing, which includes but is not limited to: the Request for Planning Commission Action dated January 8, 2007 and exhibits attached thereto and the public testimony, all of which are incorporated herein by this reference.
