LSA ASSOCIATES, INC. <br />JULY 2010 <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />paid for the various contract items of work involved and no additional will be allowed <br />therefor." <br />Implementation of the Mitigation Measure N-1 and compliance with the City Noise Ordinance and <br />Caltrans Standard Specifications will minimize short-term noise impacts to a level below <br />significance. <br />Mitigation Measure <br />N-1 Prior to authorization of final construction plans, the following measures shall be included in <br />the numbered specifications of the plans: <br />a. Sec. 18-314. Special provisions of the Article VI City Municipal Code requires that <br />construction activities be prohibited between the hours of 8:00 p.m. and 7:00 a.m. on the <br />weekdays and Saturdays, with no construction activities occurring at any time on <br />Sundays or federal holidays. <br />b. Noise -generating construction equipment operated on site shall be equipped with the <br />most modern and effective noise control devices (i.e., mufflers, lagging, and/or motor <br />enclosures). All equipment shall be properly maintained to assure that no additional noise <br />due to worn or improperly maintained parts would be generated. <br />c. Truck deliveries and haul -off shall use approved haul routes that are away from noise - <br />sensitive locations. <br />d. Noisier construction (e.g., demolition, backhoe operations) activities shall be scheduled <br />during the midday, if feasible, so that a quiet period can be provided. <br />e. The contractor shall notify the existing tenants in advance of any and all construction <br />activities. The construction manager's (or representative) telephone number shall also be <br />provided with the notification so that community concerns can be communicated. <br />f. Construction noise should be monitored during high levels of activity to determine <br />compliance with local noise criteria. In the event that the noise criteria is exceeded, the <br />construction activities would be reviewed to determine whether there are reasonable <br />means to further mitigate the construction noise. <br />g. Mechanical equipment used during the operation of the project shall be acoustically <br />engineered, incorporating quite designs, mufflers, enclosures, parapets, etc., so that noise <br />generated by theses operations would not exceed the noise standard at receptor locations. <br />B. Exposure of persons to or generation of excessive groundborne vibration or groundborne <br />noise levels? <br />Less than significant impact. The proposed project would involve use of equipment or vehicles that <br />could create a substantial groundborne vibration to nearby uses or expose nearby residents to an <br />excessive vibration during demolition activities. These effects are temporary and will cease upon the <br />project completion. The operation of the project will not result in generation of vibration impacts <br />other than impacts that already occur on the site.
