LSA ASSOCIATES, INC. <br />JULY 2010 <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />treatment facilities would occur as a result of the project. No impact is expected, and no mitigation is <br />required. <br />C. Require or result in the construction of new storm water drainage facilities or expansion of <br />existing facilities, the construction of which could cause significant environmental effects? <br />Less than significant impact. The proposed project will not involve the need for an additional storm <br />water drainage system. The proposed project would widen the bridge to accommodate two additional <br />lanes. The site under the bridge is channelized and therefore, addition of two lanes will not add new <br />impervious surface to the site. However, the widening of First Street 300 feet east and west will add <br />some impervious surface to the project site. The project would increase the impervious surface area <br />by approximately 0.30 ac compared to the existing roadway facility. However, the rate and volume of <br />surface water runoff from the facility would not increase substantially and would not cause flooding <br />in the area. Therefore, impacts related to capacity of the existing stormwater drainage system would <br />be less than significant, and no mitigation is required.. <br />D. Are sufficient water supplies available to serve the project from existing entitlements and <br />resources or are new or expanded entitlements needed? <br />No impact. The proposed project is a bridge replacement and street widening and does not involve <br />incorporation of any dwelling units. No demand for potable water currently exists on the site. The <br />proposed land use type will be the same as under existing conditions, and therefore would no <br />introduce demand for potable water. Therefore, no impact is expected and no mitigation is required. <br />E. Result in the determination by the wastewater treatment provider which serves or may serve <br />the project that it has adequate capacity to serve the project's projected demand in addition to the <br />provider's existing commitments? <br />No impact. There is no release of wastewater on the project site. The proposed project will also not <br />result in the additional release of wastewater. Therefore, no impact is expected, and no mitigation is <br />required. <br />F. Is the project served by a landfill with sufficient permitted capacity to accommodate the project's <br />solid waste disposal needs? <br />Less than significant impact. The city of Santa Ana is served by the three Orange County sanitary <br />landfills: Olinda Alpha, Frank R. Bowerman, and Prima Deshecha. These landfills currently have the <br />capacity to absorb additional solid waste generated during the demolition of the First Street bridge. <br />The proposed project will comply with Assembly Bill 939 (AB 939), which mandates local <br />jurisdictions to meet numerous diversion goals and thus reduce impacts to landfills. The proposed <br />project will comply with the County Source Reduction Ordinance and will further reduce impacts to <br />landfills by recycling construction materials where feasible. The materials from the demolition will be <br />disposed of at one of the local landfills. Construction and demolition waste is the project's primary <br />solid waste contribution.
