<br /> <br /> <br /> <br /> <br /> <br /> <br /> Exhibit C <br /> RESOLUTION NO. 81-75 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA RELATING TO EMPLOYER-EMPLOYEE RELATIONS <br /> IN THE PUBLIC SERVICE OF THE CITY OF SANTA ANA <br /> <br /> WHEREAS, the Council of the City of Santa Ana declares that it is the public policy of the City to <br /> maintain and enhance its administration of employer-employee relations and to protect the public <br /> by assuring at all times the orderly and uninterrupted operations and services of City government; <br /> and <br /> WHEREAS, the City of Santa Ana desires to establish uniform and orderly methods of communication <br /> between the City and its employees, including provisions for (a) recognizing the rights of employees <br /> to join organizations of their own choosing for the purpose of representation on matters affecting <br /> employee relations or to represent themselves individually in dealing with the City; and (b) <br /> establishing equitable and uniform rules and procedures to provide for the orderly and systematic <br /> presentation, consideration and resolution of employer-employee relations matters; and <br /> WHEREAS, the City of Santa Ana has met and conferred in good faith with representatives of the <br /> Santa Ana City Employees' Association; Santa Ana Police Benevolent Association; Santa Ana <br /> Firemen's Benevolent Association; and the American Federation of State, County and Municipal <br /> Employees, AFL-CIO, which are the only employee organizations known to the City to have among <br /> their members employees of the City, concerning the rules and regulations for the administration of <br /> employer-employee relations set forth herein; and <br /> NOW, THEREFORE, the City Council of the City of Santa Ana does hereby resolve as follows: <br /> <br /> Section 1: Title of Resolution <br /> <br /> This Resolution shall be known as the "Employer-Employee Relations Resolution of the City of Santa <br /> Ana". <br /> Section 2: Definitions <br /> <br /> As used in this Resolution, the following terms shall have the meanings indicated: <br /> <br /> APPROPRIATE UNIT - means a unit of employee classifications or positions established pursuant to <br /> Section 1 1 of this Resolution. <br /> CITY - means the City of Santa Ana, a municipal corporation, and where appropriate herein, "City" <br /> refers to the City Council or any duly authorized management employee as herein defined. <br /> <br /> DAY - means calendar day unless expressly stated otherwise. <br /> <br /> EMPLOYEE - means any person regularly employed by the City on a full time basis except those <br /> persons elected by popular vote. <br /> EMPLOYEE, CONFIDENTIAL - means an employee who is assigned to perform work directly involved in <br /> the development, preparation or presentation of management positions with respect to employer- <br /> employee relations. <br /> <br /> <br /> CONFIDENTIAL ASSOCIATION OF SANTA ANA (CASA) MOIZ_2010- 2012 Page 76 <br />
