In accordance with the California Environmental Quality Act, Mitigated <br />Negative Declaration and Monitoring Program, Environmental Review No. <br />2002-303 was prepared for this project and approved by the Planning <br />Commission at its October 13, 2003 meeting. <br />Section 2.
