APPROVING CONDITIONAL <br />USE PERMIT NO. 2003-35 TO ALLOW A RECREATIONAL <br />FACILITY IN THE SPECIFIC DEVELOPMENT NO. 4 (SD-4) <br />ZONING DISTRICT AND MINOR EXCEPTION 2003-10 <br />FOR PARKING FOR THE PROPERTY LOCATED AT 2100 <br />WEST ALTON AVENUE <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The applicant, the YMCA located at 2100 West Alton Avenue has filed <br />Conditional Use Permit No. 2003-35 seeking to allow a recreational facility <br />in Specific Development No. 4 (SD-4) Zoning District, and has filed Minor <br />Exception 2003-10 seeking to allow the YMCA to share parking with the <br />future Christ Our Savior Cathedral Parish. <br />• B. The Planning Commission of the City of Santa Ana held a duly noticed <br />public hearing on December 22, 2003 on Conditional Use Permit No. <br />2003-35 and Minor Exception No. 2003-10. <br />C. The applicant is requesting approval of Conditional Use Permit No. 2003- <br />35 to allow a recreational facility in Specific Development No. 4 (SD-4) <br />Zoning District for the property located at 2100 West Alton Avenue. <br />1. Specific Development No. 4 (SD-4) allows recreational facilities <br />subject to the issuance of a conditional use permit. <br />2. Santa Ana Municipal Code Section 41-638 authorizes the Planning <br />Commission to grant a conditional use permit upon making certain <br />findings. <br />i. Will the proposed use provide a service or facility which will <br />contribute to the general well being of the neighborhood or <br />the community? <br />The proposed YMCA facility will provide much needed <br />recreational programs to an area of the City that is <br />currently under served by similar providers. The <br />construction of the facility near schools and residential <br />neighborhoods will allow both children and adults the <br />opportunity to walk to this location and obtain after <br />• school care and other recreational services. <br />Resolution No. 2003-48 <br />Page 1 of 4 <br />
