• <br />RESOLUTION NO.2003-18 <br />Iss/05/15/03 <br />A RESOLUTION OF THE PLANNING COMISSION OF THE <br />CITY OF SANTA ANA APPROVING APPEAL OF <br />PLANNING MANAGER'S DECISION NO. 2003-01 TO <br />DENY ADDITION WITH BATHROOM TO AN EXISTING <br />DETACHED GARAGE /WORKSHOP <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The Applicant proposes to partially demolish and add an addition to an <br />existing garage at 410 West Nineteenth Street. The proposed new <br />structure will include a 285 square foot garage and a 576 square foot <br />studio with a workshop and full bath. <br />B. The General Plan land use designation for the property and the <br />• neighborhood is Low Density Residential (LR-7), with a corresponding <br />zoning designation of Single-Family Residence (R1), which allows one <br />single-family dwelling per lot. <br />C. The Planning Manager denied the addition pursuant to Santa Ana <br />Municipal Code (SAMC) section 41-619(a), which prohibits additions to <br />residential buildings if the addition would promote the ability of the owner <br />or occupant of the building to create an illegal additional dwelling unit in <br />the building. <br />D. The Planning Commission, after considering all of the evidence submitted, <br />finds and determines that the proposed addition is conducive to the <br />creation of a second dwelling but the project will be approved with the <br />condition that a covenant prohibiting residential use of the addition will be <br />recorded. <br />E. In accordance with the California Environmental Quality Act, the proposed <br />project is exempt from further review. As such, Categorical Exemption <br />Environmental Review No. 2003-25 will be filed for this project. <br />• <br />Section 2. The Planning Commission hereby approves Appeal of the Planning <br />Manager's Decision No. 2003-01, as conditioned. <br />Resolution No. 2003-18 <br />Page 1 of 3 <br />
