1 <br />RESOLUTION NO. 2003-14 <br />Iss/04/10/03 <br />A RESOLUTION OF THE PLANNING COMISSION OF THE <br />CITY OF SANTA ANA DENYING APPEAL OF PLANNING <br />MANAGER'S DECISION NO. 2003-02 TO DENY ADDITION <br />WITH BATHROOM TO AN EXISTING DETACHED <br />GARAGE <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The Applicant proposes an addition of a 500 square foot workshop with a <br />full bathroom and laundry facility to an existing detached two-car garage at <br />2139 North Greenleaf Street. <br />B. The General Plan land use designation for the property and the <br />neighborhood is Low Density Residential (LR-7), with a corresponding <br />zoning designation of Single-Family Residence (R1), which allows one <br />single-family dwelling per lot. <br />C. The Planning Manager denied the addition pursuant to Santa Ana <br />Municipal Code (SAMC) section 41-619(a), which prohibits additions to <br />residential buildings if the addition would promote the ability of the owner <br />or occupant of the building to create an illegal additional dwelling unit in <br />the building. <br />D. The Planning Commission, after considering all of the evidence submitted, <br />finds and determines that the proposed addition is conducive to the <br />creation of a second dwelling in violation of SAMC section 41-619 (a). <br />E. In accordance with the California Environmental Quality Act, the proposed <br />project is exempt from further review. As such, Categorical Exemption <br />Environmental Review No. 2003-56 will be filed for this project. <br />• <br />Section 2.
