• The proposed site is physically suitable for the single-family <br />development as proposed since the property is located <br />within the Two-Family Residence (R2) zoning district zoning <br />district and has a General Plan land use designation of Low <br />Density Residential at seven dwelling units per acre (LR7). <br />Additionally, this site is surrounded by single-family <br />residences to the north, south, east and west. <br />4. The design and improvements of the proposed project will not <br />cause substantial environmental damage or substantially and <br />avoidably injure fish and wildlife or their habitat. <br />Since the project site is located in an urbanized area, there <br />are no known fish or wildlife populations existing on the <br />project site. Therefore, the proposed subdivision will not <br />cause any substantial environmental damage or <br />substantially and avoidably injure fish and wildlife or their <br />habitat. <br />5. The design or improvements of the proposed project will not cause <br />serious public health problems. <br />The proposed subdivision will not have any detrimental <br />• effects upon the general public. Each property includes <br />sewer, water and necessary infrastructure improvements as <br />conditioned in Development Project Review No. 04-07. <br />6. The design or improvements of the proposed project will not conflict <br />with easements necessary for public access through or use of the <br />property within the proposed project. <br />The design or improvements of the proposed project will not <br />conflict with easements necessary for public access through <br />or use of the property within the proposed project since there <br />is no easement within this property. <br />Section 2. In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review. Categorical Exemption <br />Environmental Review No. 04-28 will be prepared for this project. <br />Section 3. The Zoning Administrator of the City of Santa Ana after conducting <br />the public hearing hereby approves Tentative Parcel Map No. 2004-03 as conditioned in <br />Exhibit "A" attached hereto and incorporated herein. <br /> <br />Resolution No. 2004-26 <br />Page 2 of 3 <br />
