In an effort to improve the overall aesthetics and reduce sign blight along one of the major arterial streets, it is critical to only permit wall signs that fully comply with code. 4. That the granting of a variance will not adversely affect the General Plan of the City. • The granting of Variance No. 2002-12 will adversely affect the General Plan of the City. The proposed sign variance is not consistent with the desire to improve the overall aesthetics of the City and reduce sign blight along this critical major arterial corridor in violation of policies 2.5 and 2.8 from the Land Use Element as well as Policy 2.13 from the Urban Design Element. C. The Mitigated Negative Declaration and Monitoring Program, Environmental Review No. 01-126 was approved and adopted by the Planning Commission in the resolution for approval for Conditional Use Permit No. 2002-25. Section 2. The Planning Commission of the City of Santa Ana after conducting the public hearing hereby denies Variance No. 2002-12.
