<br /> <br /> <br /> <br /> <br /> <br /> <br /> Request for Proposal for 24-Unit Single-Family Residential Development <br /> Located at 1584 E. Santa Clara Avenue, Santa Ana, CA <br /> Scope of Work <br /> <br /> The City of Santa Ana is soliciting proposals from professional consulting firms for preparation of an <br /> Initial Study and Focused Environmental Impact Report with supporting studies for a single family <br /> residential project located at 1584 East Santa Clara Avenue in the City of Santa Ana. <br /> The property is located within the Single Family Residential (R-1) zoning district and has a General Plan <br /> designation of Low Density Residential (LR). The project proposes a vesting tentative tract map to <br /> subdivide a 4.8 acre site into 24 parcels and the development of 24 single family residences ranging in <br /> size from 2,460 to 2,760 square feet. The property is currently developed with an orange grove and single <br /> family residence with detached garage. <br /> Initial project analysis indicates that the Sexlinger family farmhouse and orange grove has been in <br /> existence since roughly 1914 and appears to qualify as a Historic Resource under the California <br /> Environmental Quality Act (CEQA). In addition, the City's Public Work's Agency has indicated that a <br /> traffic study may also be required for the proposed project. <br /> <br /> The selected firm shall prepare an Initial Study and focused Environmental Impact Report (EIR) for the <br /> project. Staff has identified the various steps necessary in the compilation of the focused EIR. These <br /> steps include: <br /> 1. Initiation of the Project/Mck-Off <br /> <br /> Attend a kick-off meeting to discuss the project with City staff within five working days of receiving <br /> a notice to proceed. At this time staff will present all information about the project, discuss any <br /> project constraints and issues, and refine the scope and responsibilities. <br /> 2. Prepare Administrative Draft Initial Study/Proposed focused EIR <br /> <br /> The firm shall prepare an Administrative Draft Initial Study/proposed EIR, which will include an <br /> evaluation of the environmental resources contained in the City's CEQA Environmental Checklist. <br /> The Initial Study shall include discussion of the existing conditions, impacts and magnitude of the <br /> impacts, and the level of significance for each environmental discipline, as appropriate. Mitigation <br /> measures shall be developed to reduce impacts to less than significant levels, where possible. This <br /> scope includes preparation of detailed technical studies including: <br /> a) Cultural Study <br /> b) Traffic Study <br /> c) Other studies deemed appropriate through the initial study <br /> 3. Prepare Mitigation Monitoring Plan <br /> <br /> The firm shall prepare a Mitigation Monitoring Plan (MMP) for the project to include all accepted <br /> mitigation measures and indication of the mitigation measure, project time period to which the <br /> measure applies and responsible party and method of monitoring. <br /> <br /> EXHIBIT 1 <br /> <br /> 1 <br /> <br /> <br /> 19E-3 <br />
