Set Public Hearing For <br /> BOULEVARD <br /> <br /> (,.I CONTINUED TO <br /> "f G FILE NUMBER <br /> CITY MANAGER <br /> <br /> RECOMMENDED ACTION <br /> Receive and file the Request for Proposal Scope of Work for environmental services for Harbor <br /> Mixed Use Transit Corridor Plan along Harbor Boulevard. <br /> <br /> DISCUSSION <br /> <br /> Through the Southern California Association of Government's (SCAG) Compass Blueprint <br /> Demonstration Program, the City of Santa Ana has been awarded approximately $200,000 for <br /> consultant services to prepare the Harbor Boulevard Mixed Use Transit Corridor Plan. One of the <br /> implementation actions listed in the General Plan Housing Element is to evaluate and change the <br /> land use designations/zoning along the Harbor Boulevard corridor to allow affordable housing and <br /> mixed use development opportunities. The proposed Harbor Mixed Use Transit Corridor will <br /> include a study of the market feasibility, public services and infrastructure, community outreach, <br /> and recommendations for a new sustainable land use plan. After reviewing the Harbor Corridor <br /> Plan proposal, it was determined that an EIR will be required to meet the requirements of the <br /> California Environmental Quality Act (CEQA). A Request for Proposal for consultant services was <br /> prepared in conjunction with this project (Exhibit 1). The recommended environmental contract will <br /> be submitted for City Council authorization after the review of proposals has been completed. <br /> <br /> FISCAL IMPACT <br /> <br /> There is no fiscal impact associated with this action. <br /> <br /> <br /> <br /> 1 <br /> ay .
