BUSINESS CALENDAR <br />C. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING <br />AGENDIZED PROJECTS) <br />Commissioner Cribb held conversations with Cindy Nelson at Nexus regarding <br />arts allocation. <br />1 <br />Chair Mondo met with Nexus to discuss landscape plans. <br />WORK STUDY SESSION <br />ITEM TAKEN OUT OF ORDER -PRECEDED ITEM D <br />E. ADAPTIVE RE-USE SEMINAR HIGHLIGHTS <br />(Continued by Planning Commission: May 9, 2005 to May 23, 2005) <br />Assistant Planner, Hally Soboleske presented an overview of the workshop held <br />on March 22 that discussed the Los Angeles Adaptive Reuse Ordinance. She <br />commented on the cost of rehabilitation, construction time and indicated that <br />4,000 units are under construction in downtown Los Angeles. Ms. Soboleske <br />reviewed the key features of the ordinance for the Los Angeles urban model: <br />1 <br />• No new parking spaces required for an adaptive reuse project; any <br />existing parking must be kept, but can be used for either residents of the <br />new units or, the general public or whomever the developer selects. <br />• All non-conformities such as height and setback are grandfathered. <br />• So long as no new floor area is created (other than mezzanines), there are <br />no restrictions on density. <br />• Any property listed on a historic register is automatically eligible for the <br />ordinance. <br />• The project must be for dwelling units, apartments, hotel/motel or <br />live/work. <br />• No planning review is required. <br />• Los Angeles adopted a Special Building Code to facilitate adaptive reuse <br />Commission discussion ensued regarding examples of adaptive reuse in other locations <br />and how such a program might apply to Santa Ana's downtown. Planning Manager <br />Trevino commented that an adaptive reuse program might be implemented in the <br />context of a Downtown Master Plan or expanded Santa Ana Boulevard Specific Plan. <br />Commissioner Nalle requested a summary report of the seminar. <br />BUSINESS CALENDAR <br />ITEM TAKEN OUT OF ORDER -FOLLOWED ITEM E <br />D. ADOPTION OF CAPITAL IMPROVEMENT PROGRAM <br />(Continued by Planning Commission: May 9, 2005 to May 23, 2005) <br />RECOMMENDATION: <br />Submit to the City Council the proposed Fiscal Year 2005-2006 Capital <br />Improvement Program. <br />1 <br />Principal Civil Engineer Souri Amirani recapped the Capital Improvement <br />Program (CIP) addressing Planning Commission comments requested during the <br />May 9, 2005 meeting (memorandum dated May 18, 2005 from James Ross, <br />Executive Director, Public Works Agency). <br />MOTION: <br />Submit to the City Council the proposed Fiscal Year 2005-2006 Capital <br />Improvement Program. <br />Planning Commission Minutes - 2 - <br />May 23, 2005 <br />
