Chairman Mondo closed the public hearing. <br />1 <br />Motion to: <br />Recommend that the City Council: <br />1. Adopt additional mitigation measures in response to comments from <br />the Santa Ana Unified School District <br />2. Adopt an ordinance approving Development Agreement No. 2004-01. <br />3. Adopt a resolution approving Tentative Parcel Map No. 2004-02 (County <br />Map No. 2003-262) as conditioned. <br />Commissioner Cribb noted support <br />neighborhood and art movements were <br />of life as the city continues to develop. <br />Commissioner Nalle commented on requiring preleasing of space to tenants, <br />which lenders require, as a way to ensure the project is sustainable. <br />Commissioner Sinclair addressed comments regarding public art for the project; <br />noted that the art and culture fees differed; she does not support the project. <br />Staff clarified the percentage valuation. <br />Commissioner Leo, in support of the project, commented on city's need for an <br />overall traffic plan, and the importance of school safety and protection of children. <br />He noted that the SAUSD comments were incorporated into this agreement and <br />acknowledged enforcement provisions; the tenancy rating, open space, and <br />stated that this is a visionary project for the future. <br />1 <br />Commissioner Lutz spoke in support of the project; he stated Santa Ana is the <br />center of the county with less high-rise buildings that don't have the technology <br />that this building will bring. Noted that residents in 1959 voiced similar objections <br />to a 10-story building and with the same issue of limited space. He would prefer <br />to keep people in the city and create jobs. Mr. Lutz commented that safety of <br />children was major issue with mitigations. <br />Commissioner De La Torre thanked residents for voicing their concerns.
