APPEAL OF THE PLANNING MANAGER'S DECISION NO. 2003-09 <br />(Carlos Rodriguez) <br />Filed by John Tran appealing Planning Manager's decision for proposed room addition that <br />is conducive to a second dwelling unit at 5322 West Fifth Street. <br />RECOMMENDATION: <br />Deny Appeal of the Planning Manager's Decision No. 2003-09. <br />Carlos Rodriguez, Assistant Planner presented staff report and recommendation. <br />Commissioners' Comments: <br />Commissioner Lutz commented on a side structure at site not noted on proposed plan and <br />also a detached structure on the east side of the property. The architect stated the structure <br />is an open patio area and the detached structure is storage. <br />Duy Pham, Nancy Nguyen, owners and John Tran, architect commented on the proposed <br />design plans for the dwelling. <br />Discussion ensued on residential requirements, covenants and floor plan design. <br />1St Motion to: <br />Continue the appeal of the Planning Manager's Decision No. 2003-09. <br />Motion died due to lack of a Second. <br />MOTION: Lutz SECOND: <br />Commissioners asked applicant if they were open to redesigning the plans. SANTA ANA AUTO MALL (Bill Apple) <br />Bill Apple, Associate Planner reviewed the proposed plan for the Auto Mall expansion. <br />Discussion was held regarding the current and future zoning of the Auto Mall, the parking <br />structure for Crevier BMW, and motorcycle sales. Architectural landscape plans were also <br />reviewed. <br />Don Crevier of Crevier BMW presented an overview of the dealership expansion plans, <br />including a proposed parking structure to facilitate vehicle inventory. <br />F.
