COMMENTS <br />4. Public Comments -There were no public comments. <br />5. Staff Comments <br />Vince Fregoso <br />• Invited Commissioners to attend CEQA 101 training to be held on Monday, October <br />27 at 4:30 p.m. in the City Hall Ross Annex Conference Room 1600. <br />Cindy Nelson <br />• Reported that Rockharbor Church withdrew their application at the last Council <br />meeting for the general plan amendment and zone change on Harbor Boulevard. <br />• Reported that the City Council denied the general plan amendment and zone change <br />for the Vasquez property. <br />• Noted that the City Council continued the appeal for the variance for the 1811 N. <br />Heliotrope property 30 days in hopes that the property owner and surrounding <br />neighbors may work out a compromise. Staff will be meeting with both parties. <br />• Reported that Westar, the property owner and applicant for the future Starbuck's on <br />Bristol & Memory Lane, is selling that property to the shopping center owner, Red <br />Mountain who wilt proceed with the construction of the Starbuck's, which will be <br />slightly reconfigured and will come back to the Commission as a site plan review. <br />6. Planning Commission Comments <br />Commissioner De La Torre <br />• Noted the good discussion on One Broadway Plaza. <br />• Asked for a status on the Centerline project. Ms. Nelson noted it will be brought to <br />the Commissioners in approximately one month. <br />• Asked for a status on the French Park Traffic Plan. Ben Kaufman noted the Public <br />Works Agency is viewing options towards preparation of a revised policy for traffic <br />diverters citywide. Once completed it will be routed to the Planning Department, City <br />Attorney's Office and to ETAC. <br />Commissioner Lutz <br />• Requested staff investigate a possible illegal bail bonds sign erected on the strip <br />center on the south side of Civic Center just east of Bristol. <br />• Requested staff investigate the shopping center on northeast corner of 17th & Ross <br />noting the poor appearance of the buildings and lack of landscaping. <br />Commissioner Sinclair <br />• Requested staff investigate the Korean Church banner at the old Dutch Boy Paint <br />Center on east 17th Street. <br />Commissioner Leo <br />• Noted an article in The Orange County Register business section on the hamburger <br />wars of Knowlwood and Farm Boy on 17th close to Tustin Avenue. <br />• Asked for an update on the Target and Kohl's projects at 17th & Bristol. Ms. Nelson <br />noted the Target site plan has been approved and Kohl's is nearing site approval; <br />and added that Ralph's and Target are in negotiations over the food products <br />available for sale. <br />• Asked for an update on the CityPlace West project. Ms. Nelson noted it is currently <br />in site plan review and it will be brought to the Commission at its next meeting as a <br />work study session item as well as the Lofts at Santiago and Santa Ana Blvd. <br />Chairman Nalle <br />• Reiterated Commissioner Lutz's comment on the poorly maintained property at the <br />northeast corner of Ross and 17th Street. Ms. Nelson will have the Community <br />Preservation Manager meet with property owners <br />7. Excuse of Absences <br />Motion by Commissioner Lutz and seconded by Commissioner Leo to excuse the <br />absence of Vice Chair Cribb and approved unanimously by a vote of 6:0. <br />8.
