Approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2003-053. <br />2. Adopt a resolution approving General Plan Amendment No. 2003-04. <br />3. Adopt an ordinance approving Amendment Application No. 2003-07. <br />Commissioner Mondo announced he would abstain from this item. <br />Vince Fregoso, Senior Planner, provided the staff report and recommendation. <br />Lt. Collie Provence, Santa Ana Police Department, spoke in support of the <br />request. He also advised that the Galaxy Theater, which currently occupies the <br />site, generates a significant number of police department calls and also that <br />significant drug use has been noted at the site during certain events at the <br />venue. <br />Chairman Nalle opened the public hearing. <br />Tony Petros, Rockharbor Church, spoke in support of the project. He requested <br />that a change in the conditions be made to allow the current sign to remain due <br />to the cost of demolition. <br />Patricia McGuigan, spoke in opposition to the project. She expressed concern <br />regarding losing an entertainment venue, parking, and also noted that the site is <br />located in a redevelopment area and the Enterprise Zone. <br />PLANNING COMMISSION MINUTES 3 August 11, 2003 <br />
