BUSINESS CALENDAR <br />C. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING <br />AGENDIZED PROJECTS) <br />There were no disclosures from Commissioners. <br />D. APPEAL OF THE PLANNING MANAGER'S DECISION NO.2003-02 <br />Filed by Michael Roberts to appeal the Planning Manager's decision to deny a <br />workshop addition with a bathroom to an existing detached garage located at <br />2139 North Greenleaf. <br />RECOMMENDATION: <br />1. Receive and file the Categorical Exemption for Environmental Review No. <br />2003-56. <br />2. Adopt a resolution denying Appeal of the Planning Manager's Decision No. <br />2003-02. <br />Allen Koziol, Assistant Planner, provided the staff report and recommendation. <br />Michael Roberts, applicant, noted that he is a licensed contractor and the <br />addition will provide him needed storage and a place to clean up after work <br />without tracking dirt into his home. <br />Discussion was held regarding the demolition and unpermitted construction. <br />Motion to: <br />1. Receive and file the Categorical Exemption for Environmental Review <br />No. 2003-56. <br />2. CAPITAL IMPROVEMENT PROGRAM <br />Manuel Gomez, Transportation Manager, outlined the program and discussed <br />funding over the previous 10 years. He noted that this period had been impacted <br />by the Orange County Bankruptcy. He advised that this year projected funding <br />will be $23.9 million and outlined the programs that will be funded. Discussion <br />held regarding proposed projects including Neighborhood Street Improvements, <br />Arterial Street Reconstruction, Pavement Management Plan, Infrastructure and <br />Park Facility Improvements. <br />PLANNING COMMISSION MINUTES 2 APRIL 14, 2003 <br />
