RECOMMENDATION: <br />1. Receive and file the Categorical Exemption for Environmental Review No. <br />2003-05. <br />2. Adopt a resolution denying Appeal of Planning Manager's Decision No. 2003- <br />01. <br />Lucy Linnaus, Associate Planner, provided an update on the issue. She noted <br />that staff had provided Mr. & Mrs. Russell with other options for consideration but <br />they preferred to continue with the original request. <br />John Ahern, Architect, discussed the impacts of AB 1866 and outlined the <br />proposed project. <br />Discussion held regarding AB 1866. Ben Kaufman, Chief Assistant City Attorney, <br />provided a brief outline of the legislation and advised that it would take effect on <br />July 1, 2003. He noted that standards are being drafted to assist staff when <br />considering applications. <br />Commissioner Mondo noted that this is a project where exception to the current <br />legislation is warranted. He made a motion that the project be approved without <br />a shower and a covenant recorded prohibiting residential use. Discussion held <br />on how the recording of a covenant would affect the project. The motion died for <br />lack of a second. <br />3. EXPANSION OF C3-A ZONE DISTRICT <br />Lucy Linnaus, Associate Planner, outlined the current C3-A zoning district and <br />what the original intent had been. She provided an outline of the projects that had <br />been developed in the early stages, the Artists Live/Work project, proposed <br />expansion areas, and potential reuse. <br />Discussion held regarding neighborhood outreach efforts and additional uses that <br />would be allowed in the area. Discussion held regarding potential buyers of <br />existing Downtown buildings, naming of the additional areas, and boundaries. <br />H. SECOND DWELLING UNITS (AB1866) <br />Maya DeRosa, Senior Planner, provided a brief outline and history of the <br />legislation. She noted that the main intent of the legislation was to increase <br />affordable housing. She outlined the potential impacts on parks, schools, and <br />public services.
