CONDITIONAL USE PERMIT NO. 2002-30 AND MINOR EXCEPTION NO. <br />2002-06 <br />Filed by Michael Hennessey to allow a Starbuck's with drive-through service in <br />the C1 (General Commercial) zoning district and to allow a reduction of the <br />parking requirement by one parking space at 2302 E. 17t" Street. <br />PUBLISHED IN THE REGISTER: January 17, 2003 <br />PUBLICLY NOTICED: January 16, 2003 <br />RECOMMENDATION: <br />1. Approve and adopt Mitigated Negative Declaration and Monitoring <br />Program for Environmental Review No. 2002-407. <br />2. Adopt a resolution approving Conditional Use Permit No. 2002-30 as <br />conditioned. <br />3. Adopt a resolution approving Minor Exception No. 2002-06 as conditioned. <br />Ann Ni, Associate Planner, presented the staff report and recommendation. <br />Discussion was held regarding the potential of 24-hour operation and other drive- <br />through restaurants in the area. <br />Chairman Nalle opened the public hearing. <br />Michael Hennessee, Developer, spoke in support of the project and advised that <br />he was available for questions. <br />Discussion held regarding the percentage of business resulting from drive- <br />through operations. <br />Chairman Nalle closed the public hearing. <br />PLANNING COMMISSION MINUTES 4 January 27, 2003 <br />
