CONDITIONAL USE PERMIT N0.2002-24 <br />7:10 P.M. <br />Filed by the Sikh Center of Orange County to allow the expansion of an existing <br />church use at 2530 West Warner Avenue. <br />PUBLISHED IN THE REGISTER: January 3, 2003 <br />PUBLICLY NOTICED: December 31, 2002 <br /> <br />RECOMMENDATION: <br />1. Approve and adopt Mitigated Negative Declaration and Monitoring <br />Program for Environmental Review No. 2002-128. <br />2. Adopt a resolution approving Conditional Use Permit No. 2002-24 as <br />conditioned. <br />Verny Carvajal, Associate Planner, presented the staff report and <br />recommendation. Discussion was held regarding the new covered patio and <br />resulting noise. Mr. Edwards advised that the applicant had voluntarily agreed to <br />enclose the patio as part of the proposed lunch room area and that it would be <br />included as a condition of approval. Discussion ensued regarding the project lay- <br />out, proposed landscaping, covered walkways, and noise reduction to the <br />neighborhood. <br />Chairman Nalle opened the public hearing. <br />Linda Green, Morning Sunwood Neighborhood Association, spoke in opposition <br />to the project due to concerns regarding noise that would be generated by <br />persons congregating outside. <br />1 <br />Chairman Nalle closed the public hearing. <br />Motion to continue for 30 days. <br />MOTION: Doughty <br />SECOND: Cribb <br />VOTE: AYES: Cribb, Doughty, Leo, Mondo, Nalle, Richardson, <br />Verino (7) <br />NOES: None (0) <br />ABSENT: None (0) <br />PLANNING COMMISSION MINUTES 5 January 13, 2003 <br />
