2. CONDITIONAL USE PERMIT NO.2002-25 AND VARIANCE N0.2002-12 (Ann Ni) <br />Filed by Kentucky Fried Chicken to allow an eating establishment with drive-through window <br />service in the North Harbor Specific Plan (SP2) zoning district and two cabinet signs on the <br />south and- east building elevations at 762 S. Harbor Boulevard. <br />PUBLISHED IN THE REGISTER: November 15, 2002 <br />PUBLICLY NOTICED: November 15, 2002 <br />RECOMMENDATION: <br />1. Adopt a resolution approving Conditional Use Permit No. 2002-25. <br />2. Adopt a resolution denying Variance No. 2002-12. <br />Ann Ni, Associate Planner, provided the staff report and recommendation. <br />Chairman Nalle opened the public hearing. <br />Richard Barrett, property owner, spoke in support of the project and noted that it was a <br />relocation of an existing Kentucky Fried Chicken approximately a half a mile away. <br />Youssef Ibrahm, project manager, advised that he was available for questions. <br />Chairman Nalle closed the public hearing. <br />Discussion was held regarding the proposed landscaping for the project. <br />Mr. Edwards advised Chairman Nalle that the project architect had arrived and wished to <br />address the Commission. <br />Chairman Nalle reopened the public hearing. <br />Ahmad Ghaderi, project architect, noted that they agreed with the conditions of approval. He <br />spoke in support of the Variance request and advised that both franchises required the <br />establishments to have their own signage in order to maintain their own identity. He noted th <br />they were willing to reduce the square footage of the signs but requested separate signage in <br />order for the project to proceed. <br />Chairman Nalle requested clarification of the signage they were requesting. Mr. Ghaderi <br />advised that they were requesting a total of four signs. Discussion ensued regarding the <br />material the signs would be made of. <br />at <br />Discussion was held regarding what would happen with regard to signage allowed if the venture <br />were not successful. Benjamin Kaufman, Deputy City Attorney, advised that the Variance would <br />run with the land and any future projects would be allowed to have the same signage. <br />Mofion to: <br />1. Approve and adopt the Mitigated Negative Declaration and Monitoring Program, <br />Environmental Review No. 2001-126. <br />2. Adopt a resolution approving Conditional Use Permit No. 2002-25. <br />3.
