WORK STUDY SESSION <br />C. DRAFT DESIGN AND DEVELOPMENT STANDARDS <br />Vince Fregoso, Senior Planner, provided a brief update and an outline of what <br />the document will cover. <br />Mark Brodeur and Dave Barquist, project consultants, provided background <br />information and an overview of the components included in the document. They <br />noted that the document would be improved through comprehensive visual <br />content, inclusion of contemporary design concepts, and the ability for electronic <br />distribution to customers. They advised that the draft document should be ready <br />for Planning Commission review early next year. <br />Discussion was held regarding architecture, options for creativity, single-family <br />rehabilitations, guidelines for historic structures, and proposed electronic format. <br />D. DRIVE-THROUGH RESTAURANT POLICY DISCUSSION <br />Vince Fregoso ,Senior Planner, outlined the current policy and advised the <br />Commission that staff was requesting feedback regarding the need to make changes <br />to this policy. <br />Discussion was held regarding District Centers and over-concentration of fast-food <br />restaurants. <br />Mr. Fregoso noted that McDonald's had proposed adrive-through restaurant on <br />South Bristol at Callens Commons and that staff did not support the proposal. In <br />keeping with the property's District Center general plan designation which allows <br />mixed use development there was a belief that the area should be studied for a better <br />use. <br />Discussion was held regarding the definition and goals of the District Centers, land <br />uses, parking, and architecture of potential projects. It was the consensus of the <br />Commission that fast-food restaurants should not be encouraged in the area and that <br />higher and better uses should be pursued. <br />Recess To Council Chambers - 5:55 <br />The Commission recessed to the Council Chambers located at 22 Civic Center Plaza. <br />1 <br />PLANNING COMMISSION MINUTES 2 November 12, 2002 <br />
