Motion fo recommend that the City Council: <br />1. Certify Environmental Impact Report and Addendum EIR No. 88-02 for <br />Environmental Review No. 2002-268. <br />2. Adopt an ordinance approving amendment to Development Agreement No. <br />2000-01. <br />3. Adopt a resolution approving Conditional Use Permit No. 2002-19 as <br />conditioned. <br />4. Public Comments <br />None <br />3. Comments from the Staff <br />Ms. Nelson noted that Mike Garcia had been elected to the City Council. <br />4. Comments from the Planning Commission <br />Commissioner Cribb <br />Requested a study session on potential development in the RTC/Depot area. Ms. <br />Nelson advised that a conceptual plan and update on light rail would be scheduled. <br />Commissioner Mondo <br />• Noted that he had observed a large monument sign at the far northeast end of <br />Hutton Center. It is being used for multiple retail advertisement. He requested <br />that staff investigate. <br />• Noted that a construction yard located at the 55 freeway and Dyer has a lot of <br />shelving and materials that are visible from the freeway. He requested that staff <br />investigate whether screening requirements are being met. <br />Commissioner Richardson <br />• Noted that he had observed that several businesses at 1000 W. 17th Street had <br />erected rooftop signage and requested staff to investigate. <br />• Noted how nice it was to see that several of the improvements in the Civic Center <br />area had been completed. <br />Commissioner Leo <br />• Requested an update on the proposed Starbucks at Bristol and Memory Lane. Ms <br />Ni advised that the developer has not contacted staff recently and appears no <br />longer interested in pursuing the project. <br />• Requested that staff contact the contractor selected for the 22 freeway widening <br />project to discuss potential landscaping improvements for after the freeway has <br />been widened. <br />PLANNING COMMISSION MINUTES 4 November 12, 2002 <br />
