C. MINOR EXCEPTION NO.2002-01 <br />Filed by Antonio Anguiano to allow relief from height requirement for a front yard fence <br />located at 416 S. Pacific Street. <br />RECOMMENDATION: <br />Receive and file the staff report approving Minor Exception No. 2002-01. <br />* * * END OF CONSENT CALENDAR * * * <br />WORK STUDY SESSION <br />D. TRAFFIC SIGN INSTALLATION POLICY <br />George Alvarez, City Engineer, noted the Planning Commission had expressed concern <br />about the proliferation of "No Parking/No Stopping Any Time" signs in the parkway and <br />sidewalk areas. Mr. Alvarez then presented an overview of the new sign policy and how <br />it will be implemented. <br />Mr. Alvarez asked for comments from Commission on the new policy. Staff will then <br />take to Environmental and Transportation Advisory Committee (ETAC) for their <br />concerns, revise policy based on comments, and distribute to the Planning Commission, <br />ETAC and appropriate City agencies. <br />Commissioner Richardson commented that many of the issues have been addressed in <br />the draft policy as it has been presented. The overall objective was to address the total <br />number of signs that are posted in the public right-of-way. Commissioner Richardson <br />then noted a couple of areas he would like reviewed. First is the placement of "No <br />Stopping Any Time" signs at the front and at the end of short blocks where street density <br />is greater suggesting red curbing in some limited areas to reduce signage. His other <br />concern was the posting of signs on stoplights and suggested that signs be mounted <br />somewhere else in the block. <br />Commissioner Richardson also noted the need to look at the following areas: <br />• Signage by the meters on 19th and Main Streets where there are signs with <br />instructions on how to park in metered spaces and restrictions on overnight parking. <br />Suggested putting information on the parking meters as they are in the downtown <br />area. <br />• At the new Albertson's shopping center on South Bristol, noted there were 29 stop <br />signs posted in the center adding there is no reason for that amount of signs in a <br />parking lot. Requested that staff look at development standards for new shopping <br />centers coming on-line. <br />Commissioner Richardson thanked Jim Ross and George Alvarez for their work on the <br />new policy. Commissioner Cribb noted his support of Commissioner Richardson's <br />observations and issues. <br />BUSINESS CALENDAR <br />E. NEIGHBORHOOD PROJECT REVIEW 2001-08 <br />Filed by Roberto Perez to permit construction of a residential addition at 906 S. Ross <br />Street in the Specific Development 40 zone (Heninger Park). <br />RECOMMENDATION: <br />Adopt a resolution approving Neighborhood Project Review No. 2001-08 as conditioned. <br />Mark Staples, Planning Intern, presented the staff report and recommendation. <br />PLANNING COMMISSION MINUTES 2 MAY 28, 2002 <br />
