REVISED <br />Motion to approve the request for deviation from the City's design and development <br />standards for parking structures at 1700 East Carnegie Avenue with the condition that <br />Kilroy Realty offer to mitigate the visual impact on Allergan Corporation by providing <br />them with landscaping to enhance the wall that faces their building. <br />MOTION:. Verino SECOND: Cribb <br />AYES: Cribb, Leo, Nalle, Richardson, Verino (5) <br />NOES: None (0) <br />ABSENT: Doughty, Mondo (2) <br />ABSTENTION: Nane (0) <br />WORK STUDY SESSION <br />E. 55 FREEWAY LANDSCAPE UPDATE <br />Marvin Ellenbecker distributed a landscaping analysis for the 55 Costa Mesa <br />Freeway corridor. The current landscaping was discussed. Based on the analysis, <br />adequate landscaping would be required when an application for discretionary action <br />was submitted. Discussion regarding McFadden interchange, timeline for completion <br />of the landscaping on parcels owned by CalTrans, and trees for the corridor held. <br />Commissioner Leo requested that staff send a letter to the owners of the businesses <br />located in the area identified on the analysis as needing landscaping to request that <br />they upgrade the landscaping on their properties. <br />F. POLICY DISCUSSION LOW-MEDIUM DENSITY RESIDENTIAL LAND USE <br />DESIGNATION <br />Melanie McCann briefly outlined the General Plan and advised that the Housing <br />Element requires that the Low-Medium Residential land use designation be re- <br />evaluated. History of Low-Medium Residential land use designation provided and <br />established areas being considered for a change of density outlined. Criteria for re- <br />evaluation would include proximity to arterials, lot size and configuration, age and <br />condition of existing uses, access to services, and consistency to the General Plan. <br />Discussion held regarding reclassification of mobile home areas, new areas for <br />affordable housing, and types of homes for the west side. <br />Ms. Nelson advised that several years ago zoning in some areas was changed to <br />avoid increased density. The Housing Element requires an increase in affordable <br />housing, and in order to achieve this the density in some areas will need to be <br />increased. She noted that there are areas where opportunities for townhomes or <br />paired housing exist and there are various types of housing available that would be <br />an asset to the community. Also that the type of housing built in different areas of <br />the city needs to be determined. <br />Mr. View requested the Commission to provide feedback regarding the areas under <br />consideration, methodology being used, reduction of density, and mobile home park <br />density. Discussion held regarding desired quality and types of affordable housing <br />products, potential locations for affordable and higher end homes. Commissioner <br />Cribb inquired about the possibility of including an area for a town center on the west <br />side. Joseph Edwards advised that there are other areas with different zoning <br />designations that could be considered for possible creation of a town center. <br />Commissioner Verino suggested that the Harbor/Newhope area would be a good <br />area to consider first. Commissioner Leo noted that it would help to see different <br />product types and Mr. View advised that staff would be providing information on what <br />had been built in other cities to provide a better idea of what was available. <br />G.
