WORK STUDY SESSION <br />G. UPDATE ON REVISIONS TO DESIGN AND DEVELOPMENT STANDARDS <br />Vince Fregoso, Senior Planner, provided an outline of the Design and Development <br />Standards and discussed the purpose of the Request for Proposals (RFP). <br />Maya DeRosa, Senior Planner, provided an outline of the scope of the RFP, the type <br />of end-product that was desired, and the schedule for selection. <br />Commissioner Leo requested that staff ensure consideration of Spanish-speaking <br />businesses and provide translations where appropriate. <br />COIVI~l1~iEt~TS ' <br />H. Public Comments <br />Tim Rush, Santa Ana Historical Preservation Society, expressed concern regarding <br />the use of a cellular telephone antennae at 811 N. Broadway and asked if a permit <br />had been obtained. Charles View, Planning Manager advised him that building <br />mounted antennas that meet the design standards do not require a conditional use <br />permit, however, staff will investigate. <br />JoAnn Ramirez, Santa Ana Historical Preservation Society, asked if a date for <br />Planning Commission consideration of the One Broadway Plaza project had been <br />scheduled. Mr. View advised that a date had not been set but it would be after the <br />45-day comment period for the EIR. He noted that if the project is on schedule it <br />could be brought to the Planning Commission in March. <br />I. Comments from the Staff <br />Mr. View <br />Advised the Commission that the comments made in the letter from Catherine <br />Cates would be responded to as part of the draft EIR process. <br />Advised that the Banner Ordinance would be reviewed by the NI/CE Committee <br />prior to being brought back to Planning Commission <br />Noted that City Council had continued the ordinance on Youth Amusement Rides <br />and advised them of changes that had been requested. <br />J. Comments from the Planning Commission <br />Commissioner Leo <br />• Requested information regarding the opening of the Memphis and Athena Grill <br />restaurants. Mr. View advised that the Memphis perhaps would open in late <br />January or early February, and that the Athena had indicated on their application <br />the possibility of opening in two months. <br />Commissioner Richardson <br />• Requested status on the container in the parking lot of the Matinee Restaurant. <br />• Requested staff to investigate a similar container in the Bright Smile Dentist's <br />parking area at 17'h and Bristol. <br />• Noted that he had observed an increasing number of small dish antennas affixed <br />to residences and asked if they were regulated. Ben Kaufman advised that they <br />are exempted by the FCC and cannot be regulated by the City. Commissioner <br />Richardson suggested that as the residential development is reviewed part of the <br />approval could preclude ins±allation.
