REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 6, 2010 <br />TITLE: <br />AGREEMENT WITH PHOENIX GROUP <br />INFORMATION SYSTEMS TO PROVIDE <br />AUTOMATED PARKING CITATION <br />PROCESSING SYSTEM <br /> <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />? Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached agreement with the <br />Phoenix Group Information Systems to provide an Automated Parking Citation System in the <br />amount not to exceed $200,000 for a one-year term. <br />DISCUSSION <br />The Police Department exclusively utilizes a "hard copy" system for issuing and processing <br />parking citations, and for the past year the Phoenix Group Information Systems has provided <br />services for processing those citations. They streamline and expedite the issuance and <br />processing of parking citations, and they handle all refunds related to parking penalties. We are <br />requesting an additional one-year agreement with the Phoenix Group for those services. <br />Staff's evaluation has determined that the Phoenix Group has performed satisfactorily and <br />recommends renewing the agreement for another one-year term, in an amount not to exceed <br />$200,000. The new agreement extending though the end of the 2011 calendar year will <br />guarantee stability within the processing, hearing, and collection procedures for the City's parking <br />citations. <br />FISCAL IMPACT <br />Funds are available in the Police Department Traffic Division Other Contractual Services <br />Account (account #01114405 62300), Public Works-Roadway Cleaning Other Contractual <br />Services Account (account #06817641 62300), and CDA-Parking Meter Fund Other Account <br />(account #02718860 62300). <br />25J-1
