Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution approving the City of Santa Ana Local Signal Synchronization Plan as part of <br />the Measure M2 eligibility process. <br />DISCUSSION <br />The recently renewed Measure M (Measure M2) provides competitive funding for various local <br />streets and road improvement projects. The Regional Traffic Signal Synchronization Program, in <br />combination with matching funds, provides a funding source for multiagency corridor-based <br />signal synchronization along Orange County streets and roads. The program allocates funds <br />through a competitive process, and targets projects that improve traffic across jurisdictional <br />boundaries. <br />To be eligible for competitive funding through this program, the Orange County Transportation <br />Authority (OCTA) requires local agencies to adopt a Local Signal Synchronization Plan which is <br />consistent with the Regional Traffic Signal Synchronization Master Plan (Exhibit 2). The OCTA <br />Board recently approved the Regional Traffic Signal Synchronization Master Plan and is ready to <br />issue a call for projects in November 2010. The adoption of the Local Signal Synchronization <br />Plan is necessary for the City to apply for Measure M2 funding. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended action is not <br />considered a CEQA project. Therefore, no environmental documentation is required. <br />55B-1
