EXHIBIT A <br />The preparation of a strategic and comprehensive work plan approach is key to ensuring that the <br />maximum benefit is received by the SAFD. Tait's approach focuses on working as a partner and team <br />member with the SAFD. Attention to the SAFD's short and long term goals will be foremost and not an <br />exercise in mechanical process. Tait's approach to the performance of this work is outlined in the <br />following sections. <br />Information needed to prepare the Area Plan will be derived from existing documents and databases for <br />the majority of the requirements. The following scope of work will be provided in order to prepare a <br />working Area Plan document that can be utilized to facilitate "ready information" availability during <br />incidents where hazardous materials emergency response activities are warranted and for pre -planning <br />purposes prior to their occurrences: <br />• Attend a "kick-off' meeting with the SAFD to jointly strategize on the goals and objectives of the <br />project. This stage is critical to ensure that the sufficient and reliable information/data are <br />collected, negating the need for iterative, costly and time-consuming field investigation <br />activities. This initial meeting will include all key personnel and will be followed by additional <br />meetings between SAFD and Tait as often as necessary to discuss technical work and <br />management related issues. <br />• Review existing plans and information to identify data gaps. It is important to not just "screen" <br />the information, but to evaluate it for its accuracy and clarity. Based upon the review, Tait will <br />advise the SAFD's Project Manager of data gap(s), their significance in relation to the project <br />goals/data objectives, and on data collection alternatives to address the data gap. <br />• Prepare an outline of the proposed Area Plan and present to the SAFD. The outline will include <br />details of the proposed additions, deletions, and any organization of the existing Area Plan. <br />Electronic copies of the outline will be sent via email to County staff for review. Paper copies will <br />be mailed using an overnight delivery service or presented at meetings as appropriate. <br />• Obtain existing emergency protocol and contact information used in Incident Command System <br />organizational processed. Prepare an Area Plan specific for the jurisdictional boundaries of Santa <br />Ana in accordance with the guidelines set forth by the California Health and Safety Code, <br />CalEMA and FEMA guidance, as presented in the section below. <br />• Provide the SAFD, with hardcopy and CD media of an updated Draft Hazardous Materials Area <br />Plan for comment. <br />• Provide the SAFD with hardcopy and CD media of a completed final draft Hazardous MSaterials <br />Area Plan in conformance with California Health and Safety Code Chapter 6.95, Section 25503(c) <br />and Cal EMA. <br />
