RESOLUTION NO. 2010-057 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA ADOPTING A LOCAL SIGNAL <br />SYNCHRONIZATION PLAN FOR THE CITY OF <br />SANTA ANA <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />a. The Orange County Transportation Authority has developed the Regional <br />Traffic Signal Synchronization Master Plan (RTSSMP) which identifies traffic <br />signal synchronization street routes and traffic signals within and across city <br />boundaries, and defines the means of implementing the Regional Traffic <br />Signal Synchronization Program; and <br />b. The Regional Traffic Signal Synchronization Program targets over 2000 <br />signalized intersections across Orange County to maintain traffic signal <br />synchronization, improve traffic flow, and reduce congestion across <br />jurisdictions; and <br />c. The RTSSMP requires that local agency's adopt a Local Signal <br />Synchronization Plan (LSSP) consistent with the Regional Traffic Signal <br />Synchronization Master Plan as a key component of local agencies' efforts to <br />synchronize traffic signals across city boundaries; and <br />d. The LSSP must be adopted by December 31, 2010, and thereafter updated <br />every three years, in order to be eligible to receive Measure M2 Net <br />Revenues. <br />Section 2. The City Council of the City of Santa Ana hereby adopts the Santa <br />Ana Local Signal Synchronization Plan which: <br />a. Includes goals consistent with those outlined in the Regional Traffic Signal <br />Synchronization Master Plan, including signal synchronization across <br />jurisdictional boundaries; <br />b. Identifies traffic signal synchronization street routes, including those elements <br />of the Regional Signal Synchronization Network located within the City; <br />Resolution 2010-057 <br />Page 1 of 3
