Reduced Set of Alternatives for Fixed Guideway Project <br />December 20, 2010 <br />Page 2 <br />• Bus service improvements along Civic Center Drive and First Street. <br />• Streetcar service along Santa Ana Boulevard and 4th Street. <br />• Streetcar service along Santa Ana Boulevard/Civic Center Drive/51h Street. <br />It should be noted that all routes traverse west from Raitt Street to Harbor Boulevard/Westminster <br />Avenue via the Pacific Electric Right-of-Way. These routes are recommended because they provide <br />a direct link to the Santa Ana Regional Transportation Center and other transit services throughout <br />the study area. They also serve key activity centers and transit-supportive land uses, and are within <br />a convenient walking distance for many residents and employees. Maps of the recommended study <br />routes are provided as Exhibits 1, 2, and 3. <br />It is important that the Reduced Set of Alternatives be locked in at this point of the study process, so <br />conceptual engineering and environmental analysis can proceed on schedule and within budget. <br />Investigation of additional technology or alignment alternatives cannot be accommodated within the <br />project budget and will delay completion of the conceptual engineering and environmental analysis <br />by approximately six months. <br />By approving the Reduced Set of Alternatives, the City Council will enable the consultant team to <br />refine the technology and alignment alternatives for the initial segment of the Santa Ana-Garden <br />Grove Fixed Guideway Project. Only the technology and alignment choices included in the Reduced <br />Set of Alternatives will be eligible for implementation in the next five to ten years.
