Set Public Hearing For <br /> CONTINUED TO <br /> FILE NUMBER <br /> CITY MANAGER <br /> <br /> <br /> RECOMMENDED ACTION <br /> Authorize the City Manager and the Clerk of the Council to execute the agreement with Graffiti <br /> Protective Coatings, Inc., to provide graffiti removal services, for an amount not to exceed <br /> $600,000 with an option to extend the agreement for four additional one-year renewals, subject to <br /> nonsubstantive changes approved by the City Manager and City Attorney. <br /> <br /> DISCUSSION <br /> <br /> The Public Works Agency's Maintenance Division is responsible for citywide graffiti abatement. <br /> Graffiti abatement is performed 365 days a year. Graffiti is typically removed within 24 hours <br /> based on requests received from City staff and from residents through the City's graffiti hot-line <br /> telephone number. <br /> <br /> Contracting graffiti services has been pursued to provide enhanced service levels to the <br /> community. The contractor will be required to provide citywide color matching as part of the <br /> contract. Currently, staff does not provide color matching due to the cost to purchase specialized <br /> equipment for each employee. Color matching eliminates the patchwork of dissimilar colors at a <br /> specific location, which then removes the "graffiti scar" that often provokes additional graffiti to <br /> occur. Also, the contractor will be required to provide upper-level graffiti removal daily. By the <br /> contractor exclusively handling this service, the City's liability for potential damage to structures <br /> and employee injuries is eliminated. The contractor will be required to offer this service daily. <br /> <br /> Further, the City hires a second contractor at $120,000 a year to provide the Police Department <br /> with graffiti crime analyses. Graffiti Protective Coatings, Inc., will include this service in the <br /> proposed contract at no additional charge. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 25D-1 <br />
