Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Public Works Agency to send a Request for Proposals to qualified consulting firms <br />to provide on-call services for support of the NPDES Stormwater Program. <br />DISCUSSION <br />The Santa Ana Regional Water Quality Control Board (SARWQCB) under the Federal Water <br />Quality Act has adopted the National Pollution Discharge Elimination System (NPDES) for storm <br />water management. The NPDES controls direct discharges into navigable waters. Direct <br />discharges or "point source" discharges are from sources such as pipes and sewers. Each City <br />within the SARWQCB boundaries must comply with the NPDES regulations. In order to meet <br />them, staff will need additional support and technical resources. <br />Support will be required in the following areas to address the City's Local Implementation Plan: <br />• Program Management <br />• Municipal Activities <br />• New Development/Significant Redevelopment <br />• Construction <br />• Existing Development <br />Staff is requesting City Council approval to issue four separate Requests for Proposals to cover <br />the program areas listed above to qualified consulting firms, soliciting proposals to provide the <br />required services (Exhibit 1). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />19E-1
