DAVID WILSON <br />November 23, 2010 <br />RE: 2010 Justice Assistance Grant Fund Distribution Agreement <br />Chief Walters. <br />As you kno«, the 2010 Edward Byrne Memorial Justice Assistance Grant program (JAG), requires a single <br />unit of county government to function as the applicant/fiscal agent to apply for, receive and administer the <br />funds on behalf of all sub-grantees eligible to receive funds. <br />The County of Orange designated its Sheriffs Department to act as the applicant/fiscal agent for the JAG. In <br />order to satisfy a JAG program requirement, a Memorandum of Understanding (MOU) was signed by all <br />eligible sub-grantees acknowledging the Sheriffs Department as the single applicant/fiscal agent for the JAG <br />funds. <br />The 2010 JAG application was completed and the county is awaiting the transfer of funds, which will be <br />deposited into a trust account as required by law. To legally distribute these federal funds, the County of <br />Orange is required to utilize a formal distribution method to reimburse the local agencies for their <br />expenditures and for transfers of funds to the County Methamphetamine Task Force. <br />The attached documents outline the financial and programmatic reporting procedures for the 2010 JAG <br />program. Please obtain formal City Council approval for the attached document titled "2010 JAG <br />Agreement to transfer funds" and return two original hard copies with the City Clerk and City Council <br />signatures to me no later than January 6, 2011, keep one original for your records. No reimbursements <br />will be authorized until recipients submit the distribution document described above. <br />Please feel free to contact me with any questions regarding these requirements.
