• sign is designed in a way to be non-intrusive and consistent with other industrial <br />business park in the vicinity. <br />The granting of the variance for wall sign is necessary for the preservation and <br />enjoyment of one or more substantial property rights since the proposed wall signs <br />will allow the tenant the ability to identify the name of the business to visitors <br />without removing the entry canopies. <br />The variance for the freeway pylon sign is not necessary to preserve property rights, <br />as the tenant will maintain the ability to install wall signs, therefore allowing the <br />ability to identify the business. <br />C. That the granting of a variance will not be materially detrimental to the public welfare or <br />injurious to surrounding property. <br />The granting of variances for a freestanding sign and wall signs will not be <br />materially detrimental to the public welfare or injurious to surrounding property as <br />proposed since conditions of approval has been added that will limit the size of wall <br />signs allowed on the site which will assist in minimizing the visual clutter found on <br />structures with multiple wall signs. <br />The granting of a variance for the freeway pylon sign may be detrimental to the <br />• area by allowing excessively large signage on the site that may contribute to <br />adverse aesthetic impacts along the State Route 55. In an effort to improve the <br />overall aesthetics and reduce sign blight along one of the Freeways, it is critical to <br />only permit freeway pylon signs that fully comply with code. <br />D. That the granting of a variance will not adversely affect the General Plan of the City. <br />The granting of Variance No. 01-02 will not adversely affect the General Plan of the <br />City since the proposed industrial park was designed in conformance with City <br />Zoning, Development, and General Plan requirements. Signage is ancillary to the <br />project and a necessary component of an industrial development. <br />2. Mitigated Negative Declaration and Mitigation Monitoring Program, Environmental <br />Review No. 00-171, is hereby approved and adopted. <br />Pursuant to Title XIV, California Code of Regulations ("CCR") § 735.5(c)(1), the Planning <br />Commission has determined that, after considering the record as a whole, there is no evidence that <br />the proposed project will have the potential for any adverse effect on wildlife resources or the <br />ecological habitat upon which wildlife resources depend. The proposed project exists in an urban <br />environment characterized by paved concrete, roadways, surrounding buildings and human activity. <br />Therefore, pursuant to Fish and Game Code § 711.2 and Title XIV, CCR § 735.5(a)(3), the <br />payment of Fish and Game Department filing fees is not required in conjunction with this project. <br />• <br />
