Will the proposed use under the circumstances of the particular <br />case be detrimental to the health, safety, or general welfare of <br />persons residing or working in the vicinity? <br />The proposed church expansion will not negatively impact <br />the residents or workers in the area since the church <br />operates and parks vehicles exclusively on the site <br />surrounded by walls and landscaping. <br />3. Will the proposed use adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area? <br />The proposed church expansion will not affect the economic <br />viability of the surrounding residential properties. The <br />expansion will upgrade the church facility, provide more <br />landscaping and redesign the parking lot to accommodate <br />more on-site parking. <br />4. Will the proposed use comply with the regulations and conditions <br />specified in Chapter 41 for such use? <br />The proposed expansion will be in compliance with the <br />regulations and conditions in the Santa Ana Municipal Code <br />• once the project is completed, the conditional use permit will <br />be valid. Prior to exercising the conditional use permit, the <br />applicant must comply with the California Building Code <br />handicap and building and safety requirements. Additionally, <br />the Planning Division and the Public Works Agency have <br />conditions that must be met prior to releasing the certificate <br />of occupancy. <br />5. Will .the proposed use adversely affect the General Plan or any <br />specific plan of the City? <br />The proposed church expansion is consistent with the <br />General Plan's Land Use Element goals to "promote a <br />balance of land uses to address the basic community needs" <br />and "preserve and improve the character and integrity of the <br />neighborhoods". The Vietnamese Alliance Church provides <br />services and educational opportunities that enhance the <br />local community. The proposed expansion requires the <br />following improvements that will result in an upgraded site; <br />landscaping, parking lot redesign and perimeter walls <br />abutting residential development. <br />Section 2. The Planning Commission has reviewed and considered the <br />• information contained in the initial study and the negative declaration prepared with <br />respect to this Project.
