. 2. That the granting of a variance is necessary for the preservation and <br />enjoyment of one or more substantial property rights. <br />Approval of the variance allows the applicant to utilize the <br />mechanical equipment in an aesthetically appealing manner <br />while providing a comfort cooling system for the building. <br />3. That the granting of a variance will not be materially detrimental to <br />the public welfare or injurious to surrounding property. <br />Granting a variance will not be detrimental to the public and <br />surrounding properties by not requiring screening of the <br />mechanical equipment. The approval of the roof-mounted <br />equipment without screening will not be a visual detriment to <br />the surrounding properties. The visual impact of the roof- <br />mounted equipment is minimal due to the lineal distance <br />necessary to observe and will not substantially impact the <br />surrounding visual environment. <br />4. That the granting of a variance will not adversely affect the General <br />Plan of the City. <br />• <br />The granting of the variance will not adversely affect the City's <br />General Plan land use designation for the area. <br />Section 2.
