GAS:7/7/00 <br />RESOLUTION NO.00-23 <br />A RESOLUTION OF THE PLANNING COMMISSION <br />OF THE CITY OF SANTA ANA APPROVING CON- <br />DITIONAL USE PERMIT NO. 00-08 TO PERMIT A <br />SCHOOL FACILITY FOR THE DEVELOPMENTALLY <br />DISABLED AT THE CHURCH OF CHRIST LOCATED <br />AT 3922 WEST FIFTH STREET <br />WHEREAS, this Commission held a public hearing on June 12, 2000, on Conditional Use <br />Permit Application No. 00-08, to allow a school facility for the developmentally disabled at the <br />Church of Christ located at 3922 West Fifth Street. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br />1. Based upon the evidence submitted at the abovesaid hearing, this Commission finds and <br />determines as follows: <br />A. Will the proposed use provide a service or facility which will contribute to the general well <br />being of the neighborhood or the community? <br />The proposed school will provide a facility to actively and successfully provide <br />~` physically and mentally disabled persons the training and life skills necessary to <br />integrate into the community. In this respect the school will provide a service that <br />will contribute to the general well being of the community. <br />B. That the proposed use will not, under the circumstances of the particular case, be <br />detrimental to the health, safety, or general welfare of persons residing or working in the <br />vicinity. <br />The school has been limited to a training facility for physically and/or mentally <br />disabled adults that do not drive but are brought to the facility by separate <br />transportation. This, and the fact that the proposed school use exceeds the City's <br />parking requirements, should reduce potential parking impacts to persons residing <br />and working in the vicinity since students will be provided transportation to and <br />from the facility. Any future school that does not meet this criterion would <br />require a new conditional use permit approval. <br />In addition, a proposed condition of approval for the project requires that the <br />school and the church operate on different days of the week. This condition <br />should help to eliminate overflow parking into the neighborhood since each of the <br />proposed uses meet City parking code requirements and will not operate at the <br />• same time. Finally, the hours of operation for the school have been limited to no <br />earlier than 8:00 a.m. or later than 7:00 p.m. Monday through Friday. These <br />
