• .street. The surrounding land uses include a high school to the south; and <br />commercial and industrial properties to the north, east, and west. The monopole <br />and the ground mounted equipment cabinets will be located in a rectangular lease <br />area approximately 25 feet by 20 feet in the northwest corner of the property. The <br />existing eight-foot high perimeter block wall and the additional landscaping will <br />reduce the visual impacts of the monopole and ground mounted equipment on the <br />surrounding community. The additional landscaping is a condition of approval of <br />the project. Since the proposed use is compatible with the other uses on the site, <br />the cellular facility will not be detrimental to the health, safety, or general welfare <br />of the community. <br />C. Will the proposed use adversely affect the present economic stability or future economic <br />development of properties surrounding the area? <br />The economic viability of the surrounding commercial and industrial properties <br />will not be affected by the 48-foot height of the monopole and antenna array, and <br />unscreened ground mounted equipment cabinets. The Edison site is typical of a <br />utility operation, however, Sprint is a private wireless provider and the proposed <br />project must meet the City's development standards. Since the project will be <br />located behind the eight foot high block wall and additional landscaping is <br />proposed to reduce the monopole's visibility, no adverse economic impacts are <br />anticipated. <br />• D. Will the proposed use comply with the regulations and conditions specified in Chapter 41 <br />for such use? <br />The subject site was developed prior to current code requirements and the <br />property is nonconforming. The proposed monopole with the antenna array will <br />comply with the Major Wireless Communication Facility Development criteria or <br />guidelines as set forth in Santa Ana Municipal Code Section 41-198.1 through 41- <br />198.5 with the approval of Conditional Use Permit No. 00-07 and Variance No. <br />00-05. The conditional use permit allows the cellular facility and the variance <br />grants relief from the site improvement requirements. <br />E. Will the proposed use adversely affect the General Plan or any specific plan of the City? <br />The location of the proposed monopole and antenna array is consistent with the <br />General Plan's goals and policies to improve the physical appearance of the <br />community by placing cellular antennas so as not to be detrimental to the aesthetic <br />quality and image of the surrounding area. The proposed monopole location <br />consolidates similar activities and equipment on the substation property. <br />• <br />2 <br />
