Also, included <br />will be a Draft Finding of No Significant Impact (FONSI). <br />ICF Jones & Stokes will submit the Draft Final EA /FONSI <br />to the City and Caltrans for review. Along with the Draft <br />Final EA /FONSI, the external QA /QC form and <br />environmental document checklist will be prepared and <br />submitted. The QA /QC form and checklist are assumed <br />to be included with each submittal. Following the <br />incorporation of one set of comments from the City and <br />Caltrans a revised Draft Final MND /FONSI will then be <br />prepared and submitted to Caltrans along with a <br />response to comments document for concurrence and <br />for conducting the NEPA QC review. Following the <br />Caltrans NEPA QC review the Final EA /FONSI will be <br />prepared and submitted to the City and Caltrans for <br />review. It is assumed that no additional comments will <br />be received. <br />Deliverables (two copies City; eight copies Caltrans): <br />• Draft Final EA/FONSI <br />• Revised Draft Final EA/FONSI <br />• Final Draft Final EA/FONSI for <br />approval /concurrence <br />• Final EA/FONSI (10 hard copies and 10 CDs with <br />pdf version) <br />Environmental Commitments Record <br />For the project an environmental commitments record <br />(ECR) will be prepared in a matrix table format and <br />included as an appendix in the EA /FONSI. It is assumed <br />that the ECR will be reviewed as part of the EA /FONSI. <br />The matrix table will include a description of each <br />mitigation measure organized by topic numbered to <br />correspond with the impacts. For each mitigation <br />measure, the Reporting Process, Timing of Measure, <br />Responsible Party, and Verification of Compliance will <br />be identified through coordination with resource <br />agencies and experience on other similar projects. <br />Deliverables: <br />• Included in Final EA/FONSI <br />ICF Jones & Stokes will prepare a notice for publication <br />in the Federal Register by FHWA to start the NEPA <br />statute of limitations. This notice will be prepared in <br />compliance with the SER and it is assumed that a Draft <br />and Final version of the notice will be prepared and that <br />coordination and publication of the notice will be the <br />responsibility of Caltrans and FHWA. <br />Deliverables: <br />• Draft and Final Federal Register Notice (all <br />transmittals assumed to be done <br />electronically) <br />Proposal for Project Study Report Equivalent and Conceptual Engineering Plans for <br />_ Santa Ana Boulevard Grade Separation Project <br />
