Set Public Hearing For <br /> CONTINUED TO <br /> FILE NUMBER <br /> CITY MANAGER <br /> <br /> <br /> RECOMMENDED ACTION <br /> <br /> Authorize the Public Works Agency to send a Request for Proposals to qualified consulting firms <br /> to provide on-call services for support of the NPDES Stormwater Program. <br /> <br /> <br /> DISCUSSION <br /> <br /> The Santa Ana Regional Water Quality Control Board (SARWQCB) under the Federal Water <br /> Quality Act has adopted the National Pollution Discharge Elimination System (NPDES) for storm <br /> water management. The NPDES controls direct discharges into navigable waters. Direct <br /> discharges or "point source" discharges are from sources such as pipes and sewers. Each City <br /> within the SARWQCB boundaries must comply with the NPDES regulations. In order to meet <br /> them, staff will need additional support and technical resources. <br /> Support will be required in the following areas to address the City's Local Implementation Plan: <br /> <br /> • Program Management <br /> • Municipal Activities <br /> • New Development/Significant Redevelopment <br /> <br /> • Construction <br /> • Existing Development <br /> Staff is requesting City Council approval to issue four separate Requests for Proposals to cover <br /> the program areas listed above to qualified consulting firms, soliciting proposals to provide the <br /> required services (Exhibit 1). <br /> <br /> <br /> ENVIRONMENTAL IMPACT <br /> <br /> There is no environmental impact associated with this action. <br /> <br /> 19E-1 <br />
