<br /> <br /> <br /> <br /> Scope of Work for NPDES Services <br /> <br /> Catch Basin and Drainage Emergency Response and Cleaning Services: <br /> <br /> 1. The consultant shall implement the established model maintenance procedure for drainage <br /> facilities (catch basins, storm drains inlets, open channels, etc.). The contractor is <br /> responsible for cleaning and maintaining at least 80 percent of the City's drainage facilities <br /> on an annual basis, with 100 percent of the facilities included in a two-year period, using the <br /> model maintenance procedures developed under the City's Stormwater Program. <br /> <br /> 2. The consultant shall control the discharge of spills, leaks, or dumping of any materials other <br /> than stormwater and authorized nonstormwater. <br /> <br /> Commercial/Industrial Inspection and Database Management: <br /> <br /> 1. The consultant shall maintain an inventory of industrial/commercial facilities within the city <br /> limits. All sites that have the potential to discharge pollutants to the MS4 should be included <br /> in this inventory regardless of whether the facility is subject to business permits, licensing, <br /> the State's General Industrial Permit, or other individual NPDES permit. This database must <br /> be updated annually. This inventory must be maintained in a computer-based database <br /> system and must include relevant information on ownership, SIC code(s), General Industrial <br /> Permit WDID # (if any), size, location, etc. Inclusion of a Geographical Information System is <br /> required, with latitude/longitude (in decimals) or NAD83/WGS8439 compatible formatting. <br /> 2. The consultant shall prioritize industrial and commercial facilities within their jurisdiction as a <br /> high, medium or low threat to water quality. <br /> <br /> 3. All high-priority facilities shall be inspected at least once a year. All medium-priority sites are <br /> to be inspected at least once every two years, and all low-priority sites are to be inspected at <br /> least once per permit cycle. <br /> <br /> 4. The consultant shall ensure that a minimum 10 percent of the sites with the highest potential <br /> for pollutant discharge, be ranked `High' and next 40 percent of highest potential sites be <br /> ranked "Medium," for inspection purposes. <br /> <br /> Inspection of Construction Projects for NPDES Compliance: <br /> <br /> 1. The consultant shall conduct construction site inspections and review construction <br /> documents, subject to limitations on municipal action under the constitutions of California <br /> and the United States, for compliance with its ordinances (grading, Water Quality <br /> Management Plans, etc.), local permits (construction, grading, etc.), the Model Construction <br /> Program and the Construction Runoff Guidance Manual. <br /> NPDES Program Management and On Call Support Services: <br /> <br /> 1. The consultant shall assist City staff in the resolution of illicit discharge incidents in <br /> accordance with the processes set forth in the established model maintenance procedure for <br /> illicit discharges. <br /> <br /> 2. The consultant shall provide technical assistance and support with the overall management <br /> of the NPDES program on an as-needed basis. <br /> Exhibit 1 <br /> 19E-3 <br />
