RESOLUTION NO. 99-31 <br />A RESOLUTION OF THE PLANNING COMMISSION <br />OF THE CITY OF SANTA ANA APPROVING CON- <br />DITIONAL USE PERMIT NO. 99-11 TO PERMIT <br />TWO GROUP HOMES FOR THE DEVELOPMENTALLY <br />DISABLED LOCATED AT 217-219 SOUTH BIRCH <br />STREET <br />GAS:6/9/99 <br />WHEREAS, this Commission held a public hearing on June 14, <br />1999, on Conditional. Use Permit Application No. 99-11, to allow.. <br />two group homes for the developmentally disabled located at 217- <br />219 South Birch Street. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br />1. Based upon the evidence submitted at the abovesaid <br />hearing, this Commission finds and determines as follows: <br />A. Will the proposed use provide a service or facility which <br />will contribute to the general well being of the neighborhood <br />or the community? <br />The proposed group homes for the developmentally <br />disabled will provide a service to the neighborhood by <br />allowing the construction of homes that will provide <br />the disabled residing in the area an opportunity to <br />establish independent living. <br />B. Will the proposed use under the circumstances of the <br />particular case be detrimental to the health, safety, or <br />general welfare of persons residing or working in the <br />vicinity? <br />The proposed use will not be detrimental to the health <br />or safety of persons living or working in the area as <br />the group homes have been determined to be compatible <br />with the surrounding mixture of low and medium density <br />residential development. Additionally, residents in <br />these homes will be required to have individual support <br />plans that clearly delineate any support needed in <br />order for the persons to safely reside in the homes <br />with assurances that the support will be available and <br />adequately funded. <br />C. Will the proposed use adversely affect the present economic <br />stability or future economic development of properties <br />surrounding the area? <br />The proposed use is compatible with the surrounding <br />uses and will not adversely affect the economic <br />viability in the area.
