Award a contract to Hardy and Harper the lowest responsible bidder, in accordance with unit <br />bid prices in the estimated amount of $298,000 for construction of Golden Circle Drive <br />Rehabilitation from First Street to 650 feet north of Fourth Street, and authorize the City <br />Manager to execute necessary change orders in an amount not to exceed the contract plus <br />approved contingency. <br />2. Approve a Funding Analysis with a total estimated construction cost of $507,600. <br />DISCUSSION <br />The segment of Golden Circle Drive from First Street to north of Fourth Street has been identified <br />as a high priority by the City's Pavement Management System (Exhibit 1). The pavement is <br />deteriorating due to weather, age, and heavy usage. Some of the adjacent curbs and gutters are <br />also in various states of disrepair and require replacement. This project provides for construction <br />of new street pavement and replacement of damaged concrete curbs and gutters. Once <br />completed, these improvements will enhance the ride quality, surface drainage, and appearance of <br />the street. <br />The Notice Inviting Bids was advertised on November 29 and December 1, 2010 and bids were <br />opened on December 21, 2010.
