Agreement with AECOM for Engineering Services for the <br />Santa Ana Boulevard Grade Separation (Project No. 106727) <br />January 4, 2011 <br />Page 2 <br />evaluated the proposals. Each firm was rated according to its qualifications, experience, and <br />capacity to perform the required work. The fee based on the scope in the RFP is <br />$498,676. The alternate fee includes the RFP scope, a Project Report, and a complete <br />environmental analysis for $1,090,386. By having a formal Project Report and certified <br />Environmental Document, the project is better positioned for funding. Because of the experience <br />of key personnel, client satisfaction, a competitive fee proposal, the additional services, their <br />score, and the results of the pre-award audit, it is recommended that the firm of AECOM be <br />retained to perform the required services in the not-to-exceed amount of $1,200,000, which <br />includes a 10 percent contingency. <br />ENVIRONMENTAL IMPACT <br />In accordance with CEQA, the proposed request is not considered a project.
