Agreement with AECOM for Engineering Services for the <br />Santa Ana Boulevard Grade Separation (Project No. 106727) <br />January 4, 2011 <br />Page 2 <br />evaluated the proposals. Each firm was rated according to its qualifications, experience, and <br />capacity to perform the required work. The fee proposals for the top three firms were opened. <br />The ratings for all six firms and fees for the top three firms are as follows: <br />FIRM SCORE FEES <br />AECOM 94 $1,199,208 <br />Biggs Cardosa Associates, Inc. 85 $1,102,322 <br />RBF Consulting 82 $1,011,351 <br />JL Patterson & Associates, Inc. 76 <br />Huitt Zollars 73 <br />HDR 72 <br />The highest ranking firm, AECOM, submitted two fees. The fee based on the scope in the RFP is <br />$498,676. The alternate fee includes the RFP scope, a Project Report, and a complete <br />environmental analysis for $1,090,386. By having a formal Project Report and certified <br />Environmental Document, the project is better positioned for funding. Because of the experience <br />of key personnel, client satisfaction, a competitive fee proposal, the additional services, their <br />score, and the results of the pre-award audit, it is recommended that the firm of AECOM be <br />retained to perform the required services in the not-to-exceed amount of $1,200,000, which <br />includes a 10 percent contingency. <br />ENVIRONMENTAL IMPACT <br />In accordance with CEQA, the proposed request is not considered a project.
