Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the agreement with Graffiti <br />Protective Coatings, Inc., to provide graffiti removal services, for an amount not to exceed <br />$600,000 with an option to extend the agreement for four additional one-year renewals, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency's Maintenance Division is responsible for citywide graffiti abatement. <br />Graffiti abatement is performed 365 days a year. Graffiti is typically removed within 24 hours <br />based on requests received from City staff and from residents through the City's graffiti hot-line <br />telephone number. <br />Contracting graffiti services have been pursued to provide enhanced service levels to the <br />community. The contractor will be required to provide citywide color matching as part of the <br />contract. Currently, staff does not provide color matching due to the cost to purchase specialized <br />equipment for each employee. Color matching eliminates the patchwork of dissimilar colors at a <br />specific location, which then removes the "graffiti scar" that often provokes additional graffiti to <br />occur. Also, the contractor will be required to provide upper-level graffiti removal daily. By the <br />contractor exclusively handling this service, the City's liability for potential damage to structures <br />and employee injuries is eliminated. The contractor will be required to offer this service daily. <br />Further, the City hires a second contractor at $120,000 a year to provide the Police Department <br />with graffiti crime analyses. Graffiti Protective Coatings, Inc., will include this service in the <br />proposed contract at no additional charge. <br />25C-1
