RESOLUTION NO. 2010- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AMENDING THE PROJECT LIST FOR USE <br />OF PROPOSITION 1 B FY 2007/08 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. On November 7, 2006, the people of the State of California enacted <br />Proposition 113, the Highway Safety, Traffic Reduction, Air Quality and Port <br />Security Bond Act of 2006 ("Prop 1 B"), authorizing General Obligation Bonds, <br />to be sold to fund transportation projects to relieve congestion, improve the <br />movement of goods, improve air quality and enhance the safety and security <br />of the transportation system; and <br />B. The California Department of Transportation (CalTrans) is responsible for <br />administering two billion dollars ($2,000,000,000) of Prop 1 B funds under the <br />Local Street and Road Improvement, Congestion Relief, and Traffic Safety <br />Account of 2006 (LSR), to be used for improvements to transportation <br />facilities that will assist in reducing local traffic congestion and further <br />deterioration, improving traffic flows, or increasing traffic safety; and <br />C. LSR funds are allocated to cities based on total population of the city relative <br />to all cities in the State. In Fiscal Year 2007/08, the City of Santa Ana was <br />awarded an allocation of five million, six hundred eighty four, six hundred forty <br />eight dollars ($5,684,648); and <br />D. As required by CalTrans, the City adopted a list of proposed projects to be <br />funded by Prop 1 B funds for each fiscal year in which funds were awarded. <br />The approved lists are included in the City's Capital Improvement Budget; <br />and <br />E. Since the adoption of the project lists, additional projects have been <br />recommended for Prop 1 B funding; and <br />F. The City of Santa Ana possesses the legal authority to submit the projects for <br />inclusion in the Transportation Improvement Program and to finance, acquire, <br />and construct the projects. <br />Exhibit 3 <br />Page 1 of 3 <br />55A-13
