MEMORANDUM OF UNDERSTANDING NO. C-9-0826 <br />EXHIBIT A <br />SECTION 1.0 PROJECT DESCRIPTION <br />1.1 OBJECTIVE AND BACKGROUND <br />As a key element of the planned Bravo! Bus Rapid Transit (BRT) Program, the <br />Orange County Transportation Authority (AUTHORITY) seeks traffic engineering <br />consultant services to finish design, implement, and provide support services for <br />traffic signal synchronization (TSS) on three corridors within Orange County. <br />The first corridor shall be along Bristol Street/State College Boulevard (formerly <br />referred to as the "28-Mile" corridor), the second corridor shall be along Harbor <br />Boulevard, and the third corridor shall be along Westminster Avenue/17th Street <br />(Reference Documents - Attachment A). Each corridor is a required <br />transportation control measure project for the purpose of meeting federal air <br />quality mandates within the South Coast Air Basin. The implementation on all <br />three corridors shall be completed by June 2011 to satisfy this requirement. <br />The TSS component is divided into three major phases as follows: <br />• TSS Design Finalization Phase, <br />• TSS Implementation Phase, and <br />• TSS Support Services Phase <br />Since January 2008, design efforts for the TSS design phase have been under <br />development by others. As of January 2010, the TSS design phase is <br />approximately 80% complete. Completed TSS design phase tasks include: <br />1. Final TSS Study Alignment Verification Reports, <br />2. TSS Data Collection and Field Inventory Reviews, <br />3. TSS "Before" Studies, <br />4. Draft optimized and synchronized Traffic Signal Timing Plans, and <br />5. Draft Signal Timing Optimization Plans. <br />As part of this SOW, CONSULTANT shall complete all remaining TSS design <br />phase tasks not completed by others. Remaining TSS design phase tasks <br />include: <br />• Final optimized and synchronized Traffic Signal Timing Plans, and <br />• Final Signal Timing Optimization Plans. <br />Scope of Work 8 09/09/10 <br />
